Cummings Hall is centrally located near the middle of campus, standing directly adjacent to the newly constructed business and aerospace building and directly in front of McFarland Health Services. A two minute walk from the hall takes residents to Keathley University Center, the new library, McWherter Learning Resources Center, and Bragg Mass Communications Building. At seven stories high, Cummings Hall is one of the tallest buildings on campus.

Cummings Hall is the home of MTSU's First Year Experience Program. Services and programs offered in this residence hall are geared toward first year students (29 college credit hours or less) and are designed to enhance students' academic success at MTSU. The First Year Experience program offers a number of unique services for first-year students at MTSU including lower division classes taught in the Cummings Hall classroom, an academic advisor who holds office hours in the hall, tutors who live on each floor of the residence hall and provide tutoring services in the Cummings Hall Tutoring Center and special workshops and programs designed to assist students with their transition to MTSU.

In addition, a select group of students living in Cummings Hall also participate in the Raider Learning Community Program (RLC), which helps to create a small college atmosphere within the large university environment. RLC students belong to small groups of 25, who are assigned rooms near one another and who enroll as a group together in at least two fall semester and one spring semester course, usually Univ101 and English 111. Many students find the RLC gives them a built in group of friends and academic colleagues, providing a real enhancement to their first year experience.
