Lao Tzu, Tao Te Ching
There are numerous versions and translations of this classic Chinese text available in translation. I will provide only two which are readily available:

Bantam Books, NY: 1990. This translation is based on the Ma-wang-tui manuscripts and is significantly different from older versions.

For those who prefer the older text (again of which there are many versions and translations): Viking Penguin, NY: 1985.

 
Liao, Waysun, Tai Chi Classics
Shambala, Boston: 1990.
 
Lowenthal, Wolfe, There are No Secrets
North Atlantic Books, Berkeley: 1991. This book is not really a philosophical book, but instead has anecdotes and tips from a former student of Cheng Man-ch'ing.

Please note, there are numerous other texts on Tai Chi, Qigong, Acupressure, Acupuncture, Chinese medicine, which are not listed here. The presence or absence of a book here does not mean you'll like the book or that I don't like it. The list is simply a selection of texts I have found useful, educational, or interesting at different times and for different reasons. There's nothing like a good book on Tai Chi to inspire one and to help one reinvigorate.

Advanced Yang Style Tai Chi Chuan (Vols I & II)
Book(s) by Dr. Yang Jwing-ming focusing on use of c'hi in martial arts, theory and principles of jing, applications of self-defence techniques, etc.
 
Movements of Magic: The Spirit of T'ai Chi Ch'uan
Fairly broadly based account of tai chi as a means toward enhancing one's life with some info on the form, push hands, kung fu, etc., by Bob Klein (a student of Cheng Man-Ch'ing).
