Answer:
Some versions of Norton-Antivirus have built in ad-blocking software. Click here to see the settings that will allow WebCT and Pipleline pop-ups with Norton-Antivirus.
If you are not using Norton-Antivirus turn off all pop-up blockers.
If you are using a Mac or PC make sure that operating system and browser are approved and the browser is configured correctly.
